Introduction
The Act came into force on 22 March 1989.
My responsibilities are with the administration of the Act. The Act now having been in force for 16 years, I have included in section 3 of this report, as I did the previous year, comment on matters arising from the administration of the Act in respect of changes in the environment in which the Act operates.
